Houston and Tulane were all tied at 3-3 after singles play, but the Green Wave managed to win the first two doubles matches to seal the victory.
The Cougars won their number two, three and four singles matches as sophomore Sarah Borwell, senior Luciane Kelbert and sophomore Joanna Cunliffe were all victorious.
UH, the No. 3 seed of the tournament and defending C-USA champions, did not fare as well in doubles as the teams of freshman Kailey Meisinger and Kelbert and senior Sarah Bolle and Cunliffe lost 8-2 and 8-3, respectively.
For the tournament, the Cougars compiled a 10-8 singles mark, but struggled in doubles action, losing all three of their matches while never having the opportunity to play their number one doubles team of Borwell and junior Galina Seliounina, currently ranked 18th by the ITA.
Marquette, who defeated UH yesterday in a semifinal match, beat South Florida, 5-2, to capture the 1999 C-USA Championship.
Houston falls to 9-12 on the season and will conclude the 1999 regular season on Saturday, April 24 at 10 a.m. against Baylor at the UH Varsity Tennis Courts.
